The Essence of the RTI Act

Every citizen may file a request to a Public Information Officer (PIO) and receive a response within 30 days—or, in cases pertaining to life or liberty, within 48 hours. A structured two-tier appeal system escalates requests to appellate authorities and, ultimately, to the Central or State Information Commissions, which hold quasi-judicial powers and can impose penalties for non-compliance.

The RTI Act has played a critical role in exposing major frauds and scams and in promoting open governance. However, activists continue pushing for broader inclusion—such as bringing private service providers under its ambit—and safeguarding whistle‑blower identities. Recent directives aiming for proactive disclosure—like making RTI applications and responses searchable online—are steps forward in reducing redundancy and enhancing public access to information.
